If you’re comparing Liberty Mutual and USAA for auto insurance, your first step is to see if you qualify for USAA, as its policies are only available only to the military and their families. If you do, USAA is likely the better insurer for you due to its competitive pricing, better customer service, and military-centric policies.
On the other hand, Liberty Mutual is a standard insurer available to anyone in the U.S. Its rates are on average pricier than USAA’s and it scores lower on key customer service metrics, though it does offer discounts — including for military members. Since rates can be highly personalized, it’s worth getting a quote to see Liberty Mutual offers you a competitive rate regardless.

USAA Membership Eligibility
To purchase an insurance policy from USAA, you must be a member first. Creating a member account is free and open to U.S. military members, including:
- Active duty, guard, or reserve forces
- Veterans with an honorable or general under honorable conditions discharge
- Precommissioned officers, including contracted cadets or midshipmen and officer or warrant officer candidates
- Spouses, former spouses (under certain conditions) and children
Liberty Mutual vs. USAA Telematics Programs
Both Liberty Mutual and USAA offer telematics programs. You use the companies’ respective mobile apps to track your driving habits and then receive a discount at your next policy renewal.
Liberty Mutual’s program is called RightTrack, and the version you use is based on your location. With RightTrack Continuous, your driving is tracked continuously: any discount earned will be updated each policy renewal. With RightTrack 90-Day, you’re only evaluated for 90 days, and the discount you earn is applied for the life of the policy.
USAA offers both SafePilot and SafePilot Miles. SafePilot tracks safe driving to calculate a potential discount, while SafePilot Miles is focused on mileage (you get a discount for driving under 8,000 miles in a year, plus a safe driving discount upon renewal).
Liberty Mutual is available in most, but not all states (ask an agent to confirm if it’s in yours). SafePilot is available in most states, but not California. SafePilot Miles is in all states but California, Maryland, Michigan, New Jersey, New York, North Carolina, and Pennsylvania.
Liberty Mutual’s telematics program ranked lower than USAA’s in J.D. Power’s 2025 U.S. Auto Insurance Study, with a score of 661 to USAA’s 679. The study’s average score was 643.1
| Category | Liberty Mutual RightTrack | USAA SafePilot | USAA SafePilot Miles |
|---|---|---|---|
| Potential discount | 10% or 15% discount at sign-up, depending on location; up to 30% for safe driving | Up to 10% at signup, up to 30% at renewal | Up to 20% for low mileage, plus up 20% for safe driving |
| UBI satisfaction score (J.D. Power) | 661 out of 1,000 | 679 out of 1,000 | 679 out of 1,000 |
FYI:
USAA says that using SafePilot will not raise your rate. However, drivers participating in RightTrack may see their premiums increase if they demonstrate poor driving habits.
Liberty Mutual vs. USAA Customer Service
USAA generally outperforms Liberty Mutual on customer service based on various industry studies and data. There are a couple exceptions, however. Here’s how the companies compare in various customer experience areas:
Claims Satisfaction
In the J.D. Power 2025 U.S. Auto Claims Satisfaction Study, USAA scored 741 out of 1,000, well above the average of 700.2 The company is not officially ranked because it “does not meet study award criteria,” likely due to its limited membership. Meanwhile, Liberty Mutual has a slightly lower score of 730 out of 1,000.
USAA outscored Liberty Mutual in the 2026 CRASH Network Report Card, which tracks auto shops’ experiences dealing with insurers. While USAA received a C-, Liberty Mutual received a D+. It’s worth noting that none of the 10 largest insurers scored higher than a C+.3

Recap
USAA and Liberty Mutual are both popular auto insurers, but only military and their families can apply for a USAA policy. Members may benefit from USAA’s military-centric coverage on top of its competitive rates, though Liberty Mutual does offer military discounts that may reduce premiums. You can get a quote from both companies to verify which offers better pricing.
If you’re non-military, Liberty Mutual is the only insurer of the two for which you’d qualify for a policy. However, its customer service ratings are far lower than USAA’s, and its rates are pricier than both USAA’s and the national average.
Both companies have great financial strength ratings from AM Best and high ratings from the BBB, and are trustworthy and able to pay out claims. They also both have usage-based telematics programs that offer savings.
Frequently Asked Questions
While USAA has some of the cheapest average rates available, membership is limited. Policies are only available to active military members, veterans and their families. It’s also possible for military members to find cheaper rates elsewhere due to how personalized pricing can be from company to company.
If you qualify for membership with USAA, that’s generally the better option of the two on multiple metrics. USAA offers lower average premiums, better customer service, and military-centric policies — though coverage is only available to military and their families.
Liberty Mutual is a well-established, reliable insurance company. It scored higher than the national average in multiple third-party auto insurance studies, including the J.D. Power Claims Satisfaction Study and the J.D. Power Insurance Shopping Study.
“Best” is subjective and depends on which metrics you consider important in an auto insurer. That said, USAA ranks highly as a military-centric insurance carrier with its competitive prices and top-rated customer service. You must, however, qualify for membership to buy a policy.
Methodology
At AutoInsurance.com, we use four key factors to evaluate auto insurers:
- Price (40%): We analyze average premiums for both full and minimum coverage for a standard driving profile of a good driver with good credit. We also looked at rates for other driver profiles, including those with violations or low credit. We also consider available discounts. Full coverage averages use the following limits:
- Bodily injury liability: $100,000 per person/$300,000 per accident
- Property damage liability: $50,000 per accident
- Uninsured and underinsured motorist bodily injury: $100,000 per person/$300,000 per accident
- Comprehensive and collision: $500 deductible
- Claims handling (25%): An auto insurer’s claims handling process should be quick, transparent and efficient, with clear communication, fair evaluation of damages and timely payment or resolution. We assess claims practices using sources like the CRASH Network Insurer Report Card and J.D. Power’s Claims Satisfaction Report and financial strength from sources like AM Best and S&P Ratings. We also include real-life customer experiences when possible.
- Customer experience (25%): We evaluate the ease of the customer journey, from getting a quote and purchasing a policy to making changes or accessing documents. We consider the availability and quality of both online and agent interactions, as well as the functionality of the company’s website and mobile app. Our sources include J.D. Power studies, the NAIC complaint index, BBB ratings and app store reviews.
- Coverage options (10%): We review each company’s coverage offerings and prioritize providers with options beyond the state-required minimums, such as accident forgiveness, gap coverage, rideshare coverage and more.
