Fred Loya is a family-run car insurance business based out of Texas. It markets itself as affordable auto insurance and has sold over 4.5 million policies since its founding in 1974.
Unlike most other insurance companies, Fred Loya only sells car insurance. It is available in 12 states, where it has physical locations staffed by local agents. In many states, it has offices in Walmart Supercenters as well as various supermarkets.
Fred Loya has several affiliates and underwriting companies, so depending on the state, it may also go by Loya Insurance Company or Young America Insurance. While it offers cheap car insurance, it does not have a strong customer service record, which drivers should keep in mind before purchasing a policy.
As a senior editor and analyst at AutoInsurance.com, I’ll provide an overview of what Fred Loya offers and what to expect utilizing industry research and my own experience.
Affordable rates
Offers online quotes
Local agents and physical offices in 12 states
Only sells car insurance
Poor customer service ratings
No third-party financial strength ratings
Fred Loya auto insurance prioritizes cost and may be a decent option for high-risk drivers who are being turned out by other insurers.

Fred Loya Is Not Best for Those Who:
Data on Fred Loya’s average rates is not available, but the company prides itself on offering affordable auto insurance. As such, you can likely expect to pay below-average rates as long as you have a clean driving record and other favorable factors. Meanwhile, high-risk drivers may pay less than they would with another insurer.
If you have a clean record and good credit, you can likely find better value car insurance companies.
Unlike most insurers (in states that allow it), Fred Loya does not require a credit check to purchase its auto insurance. This can help you get coverage and keep costs low if you have poor credit.
In addition to its advertised low rates, Fred Loya offers various discounts to policyholders, allowing them to save even more. Note that certain discount availability may vary by state.
Fred Loya rewards drivers for being safe on the road with a specific discount. It doesn’t specify eligibility requirements, such as a certain timeframe with a clean record, but if you haven’t had any violations within the past three to five years, there’s a good chance you qualify.
While Fred Loya doesn’t sell homeowners insurance and therefore doesn’t offer the possibility of bundling insurance policies for a discount, it does have a homeowners insurance discount. Policyholders are eligible for this discount if they own a home, regardless of which company it’s insured with.
Fred Loya also has the following discounts, depending on the state:
Fred Loya allows prospective customers to get quotes online through its website, over the phone, or in person at one of its physical locations. I was not able to try getting a quote since I don’t live in any of the states where the company operates, but the online quote process seems straightforward.
To purchase a policy, you’ll need to call an agent or visit one of Fred Loya’s offices to speak with one in person.
Fred Loya has limited coverage options, offering customers only the basics. That includes liability coverage, personal injury protection, medical payments, collision, comprehensive, and uninsured motorist coverage.
In addition to these standard coverages, Fred Loya offers the following additional coverage options:
Coverage | What it covers |
---|---|
Rental Reimbursement | If your car is unusable for over 24 hours due to a covered incident, this will cover the cost to rent a car to use in the interim. |
Roadside Assistance | This helps pay for costs related to towing services, fuel delivery, and flat tire repair. |
Fred Loya has a very poor customer service record. First off, it ranked last in J.D. Power’s 2025 Auto Insurance Study for the Texas region. I also looked at the NAIC Complaint Indexes for several of its underwriting companies, and the data speaks for itself.
All three of the affiliates I researched have Complaint Indexes over 20, which means they receive over 20 times more complaints than expected for a company of its size in the market. When filtering for private passenger auto complaints specifically, that score falls between the 7 and 12 range, which is still significant.
Looking at the latest CRASH Network Report Card highlights this trend, as the company ranked dead last among 97 insurers with a rating of F.
In addition, its financial stability is not rated by AM Best, which I consider a red flag, as we are unable to judge the company on this crucial metric.
Category | Fred Loya score |
---|---|
NAIC Complaint Index – Loya Insurance Company1 | 20.50 — above average |
NAIC Complaint Index – Young America Insurance2 | 22.65 — above average |
NAIC Complaint Index – Loya Casualty Insurance3 | 32.86 — above average |
J.D. Power 2025 Auto Insurance Study – Texas Region4 | 581 out of 1,000 — below average |
CRASH Network 2025 Insurer Report Card5 | F — 97th out of 97 |
Fred Loya does not allow for 24/7 claims. The hours during which you can report a claim are 8 a.m. to 7 p.m. MST Monday through Friday, or 8 a.m. to 4 p.m. MST on Saturday.
You must call to report a claim — there is no way to do so online — after which an adjuster will be assigned to your case within 24 hours. The adjuster will then assess your policy to ensure damages are covered, gather details about the accident from all parties involved, prepare a damage estimate, and provide a settlement offer.
You are not required to accept the first settlement offer. If you believe the company’s settlement is too low, gather evidence and make a counteroffer.
Fred Loya’s website provides basic information you may need as a prospective or current company, including clear buttons to start an online quote and to talk to an agent.
The website design is an issue on certain pages, where a black background obscures the Log In button in the top right, as shown below.
Policyholders can log into their accounts to view policy documents and details and manage their payments. You can also make a one-time payment without logging in by providing either your driver’s license number or policy number.
When it comes to mobile apps, there is a Fred Loya app in both the Google Play Store and App Store, but it’s unclear whether it is legitimate. Fred Loya doesn’t advertise a mobile app anywhere on its website, and a recent app review notes that the company has claimed not to be affiliated with the app. I recommend using caution and confirming with an agent before using the mobile app.
Fred Loya is not the most reputable insurance company for several reasons. It is a legitimate company, but it is not rated by AM Best, calling its financial stability into question. It has also faced legal issues in the past and has a very poor customer service record. Drivers should consider their options carefully before going with Fred Loya.
Fred Loya markets itself as an affordable car insurer, so drivers with clean records can likely expect to pay cheap rates. However, its rate data is not widely available, so it’s best to get a quote to check what your premium would be.
Fred Loya Insurance Company is owned by Fred Loya, who founded the company in 1974, beginning with a single storefront in El Paso, Texas.
Yes, Fred Loya offers full coverage insurance, which includes liability coverage (both bodily injury and property damage) as well as comprehensive and collision coverage.
