Fred Loya is a family-run car insurance business based out of Texas. It markets itself as affordable auto insurance and has sold over 4.5 million policies since its founding in 1974.

Unlike most other insurance companies, Fred Loya only sells car insurance. It is available in 12 states, where it has physical locations staffed by local agents. In many states, it has offices in Walmart Supercenters as well as various supermarkets.

Fred Loya has several affiliates and underwriting companies, so depending on the state, it may also go by Loya Insurance Company or Young America Insurance. While it offers cheap car insurance, it does not have a strong customer service record, which drivers should keep in mind before purchasing a policy.

As a senior editor and analyst at AutoInsurance.com, I’ll provide an overview of what Fred Loya offers and what to expect utilizing industry research and my own experience.

Quick Look: Fred Loya Pros & Cons

  • Offers online quotes

  • Local agents and physical offices in 12 states

Cons

  • Only sells car insurance

  • Poor customer service ratings

  • No third-party financial strength ratings

Who Is Fred Loya Auto Insurance Best For?

Fred Loya auto insurance prioritizes cost and may be a decent option for high-risk drivers who are being turned out by other insurers.

Fred Loya Is Best for Those Who:

  • Are looking for cheap auto insurance
  • High-risk drivers, especially those with poor credit
  • Live in one of the 12 states where it operates

Fred Loya Is Not Best for Those Who:

  • Live in a state where Fred Loya is not available
  • Can afford to go with another company with better customer service
  • Want to bundle auto with other types of insurance

How Much Does Fred Loya Car Insurance Cost?

Data on Fred Loya’s average rates is not available, but the company prides itself on offering affordable auto insurance. As such, you can likely expect to pay below-average rates as long as you have a clean driving record and other favorable factors. Meanwhile, high-risk drivers may pay less than they would with another insurer.

If you have a clean record and good credit, you can likely find better value car insurance companies.

FYI:

Unlike most insurers (in states that allow it), Fred Loya does not require a credit check to purchase its auto insurance. This can help you get coverage and keep costs low if you have poor credit.

How You Can Save on Your Policy With Fred Loya

In addition to its advertised low rates, Fred Loya offers various discounts to policyholders, allowing them to save even more. Note that certain discount availability may vary by state.

Highlighted Discount: Good Driver Discount

Fred Loya rewards drivers for being safe on the road with a specific discount. It doesn’t specify eligibility requirements, such as a certain timeframe with a clean record, but if you haven’t had any violations within the past three to five years, there’s a good chance you qualify.

Highlighted Discount: Homeowner Discount

While Fred Loya doesn’t sell homeowners insurance and therefore doesn’t offer the possibility of bundling insurance policies for a discount, it does have a homeowners insurance discount. Policyholders are eligible for this discount if they own a home, regardless of which company it’s insured with.

Other Discounts

Fred Loya also has the following discounts, depending on the state:

  • Multiple car discount: Get a discount if you have more than one car insured with Fred Loya.
  • Prior insurance discount: Save money if your car has been continuously insured for the past 12 months, regardless of the insurer.
  • New car discount: Available to customers who purchase a brand-new car.
  • Good student discount: Provides a discount to students with high grades. Contact an agent for specific grade benchmarks.
  • Claim free discount: Get a discount if you haven’t made any prior insurance claims.
  • EFT discount: Drivers who set up automatic monthly electronic funds transfers qualify for a discount.
  • Preferred payment discount: Save when you pay your full premium upfront or choose an automatic payment option.
  • Renewal discount: Available to customers who renew their policies.
  • Vehicle alarm discount: You may be eligible for this discount if your insured vehicle has a state-approved anti-theft alarm system.
  • Family discount: If your auto policy includes other drivers living in your household, you may qualify for a discount.

Fred Loya Quote and Purchase Process

Fred Loya allows prospective customers to get quotes online through its website, over the phone, or in person at one of its physical locations. I was not able to try getting a quote since I don’t live in any of the states where the company operates, but the online quote process seems straightforward.

To purchase a policy, you’ll need to call an agent or visit one of Fred Loya’s offices to speak with one in person.

What Types of Auto Insurance Coverage Does Fred Loya Offer?

Fred Loya has limited coverage options, offering customers only the basics. That includes liability coverage, personal injury protection, medical payments, collision, comprehensive, and uninsured motorist coverage.

In addition to these standard coverages, Fred Loya offers the following additional coverage options:

CoverageWhat it covers
Rental ReimbursementIf your car is unusable for over 24 hours due to a covered incident, this will cover the cost to rent a car to use in the interim.
Roadside AssistanceThis helps pay for costs related to towing services, fuel delivery, and flat tire repair.

Fred Loya: Customer Satisfaction

Fred Loya has a very poor customer service record. First off, it ranked last in J.D. Power’s 2025 Auto Insurance Study for the Texas region. I also looked at the NAIC Complaint Indexes for several of its underwriting companies, and the data speaks for itself.

All three of the affiliates I researched have Complaint Indexes over 20, which means they receive over 20 times more complaints than expected for a company of its size in the market. When filtering for private passenger auto complaints specifically, that score falls between the 7 and 12 range, which is still significant.

Looking at the latest CRASH Network Report Card highlights this trend, as the company ranked dead last among 97 insurers with a rating of F.

In addition, its financial stability is not rated by AM Best, which I consider a red flag, as we are unable to judge the company on this crucial metric.

Filing a Claim With Fred Loya

Fred Loya does not allow for 24/7 claims. The hours during which you can report a claim are 8 a.m. to 7 p.m. MST Monday through Friday, or 8 a.m. to 4 p.m. MST on Saturday.

You must call to report a claim — there is no way to do so online — after which an adjuster will be assigned to your case within 24 hours. The adjuster will then assess your policy to ensure damages are covered, gather details about the accident from all parties involved, prepare a damage estimate, and provide a settlement offer.

TIP:

You are not required to accept the first settlement offer. If you believe the company’s settlement is too low, gather evidence and make a counteroffer.

Fred Loya's Website and Mobile App

Fred Loya’s website provides basic information you may need as a prospective or current company, including clear buttons to start an online quote and to talk to an agent.

The website design is an issue on certain pages, where a black background obscures the Log In button in the top right, as shown below.

Policyholders can log into their accounts to view policy documents and details and manage their payments. You can also make a one-time payment without logging in by providing either your driver’s license number or policy number.

When it comes to mobile apps, there is a Fred Loya app in both the Google Play Store and App Store, but it’s unclear whether it is legitimate. Fred Loya doesn’t advertise a mobile app anywhere on its website, and a recent app review notes that the company has claimed not to be affiliated with the app. I recommend using caution and confirming with an agent before using the mobile app.

Methodology – How We Review Insurance Companies

At AutoInsurance.com, we evaluate auto insurance providers based on four key factors:

  • Price (40%): We analyze average full and minimum coverage premiums for safe drivers with good credit, as well as various driver profiles, including those with violations or low credit. We also consider the variety of available discounts. Full coverage averages use the following limits:
    • Bodily injury liability: $100,000 per person/$300,000 per accident
    • Property damage liability: $100,000 per accident
    • Comprehensive and collision: $500 deductible
  • Claims Handling (25%): Customers expect insurers to provide clear communication throughout the claims process, as well as a fair evaluation of damages and timely payment or resolution. We assess claims practices through sources like the CRASH Network Insurer Report Card. We also consider financial strength from sources like AM Best.
  • Customer Experience (25%): We evaluate how seamless insurers make it for prospective customers to get a quote and purchase a policy, as well as make changes to or access existing documents. We consider the availability and quality of both online and agent interactions, as well as the user-friendliness of the company’s website and mobile app. Our sources include the NAIC complaint index, BBB ratings, and app store reviews.
  • Coverage Options (10%): We review each company’s coverage offerings, particularly whether they have options beyond the state-required minimums, such as accident forgiveness, gap coverage, and more.
