USAA provides insurance exclusively to veterans, active-duty military service members, and their families, and it has the cheapest average rates for both minimum liability auto insurance and full coverage auto insurance in Seattle.

State Farm offers a host of discounts, including its Drive Safe & Save telematics program. There are also extensive car insurance discounts for teens and their families. For example, State Farm offers Steer Clear, an app-based education program for young drivers; good-student discounts worth up to 25 percent off; and away-at-school discounts for college students.
State Farm is a great choice for drivers who want coverage from a major national insurer but also appreciate a network of local agents. It’s also a good option to consider if you have teen drivers in your family, or if someone on your policy has a recent speeding ticket.

Drivers who are comfortable shopping for insurance and managing their policies online may like GEICO’s emphasis on digital service. However, if you prefer to work with a local agent, you may want to look elsewhere.

PEMCO started out in 1949, providing auto and home insurance for public educators. Now, PEMCO serves all types of customers in Washington and Oregon.
PEMCO’s customer satisfaction ratings are mixed. It ranked below average in the 2025 J.D. Power Northwest regional survey, but it made the Honor Roll on CRASH Network’s Insurer Report Card, which surveys collision repair shops on insurers’ claims practices. It also receives fewer customer complaints than average on the National Association of Insurance Commissioners (NAIC) Complaint Index.
PEMCO’s full slate of discounts includes perks you won’t find with every insurer, like discounts on comprehensive and collision coverage when you lease a car or when you spin a policy off from someone else’s PEMCO policy. Progressive’s average rate for full coverage in Seattle was virtually tied with GEICO’s for second place; both came out to roughly $147 per month. In addition to low rates, Progressive offers many ways to save, such as accident forgiveness, a disappearing deductible feature, and pet injury insurance that’s included with collision coverage.
Washington is one of the states where Progressive sells rideshare coverage, an important protection if you drive for Uber or Lyft.1 Progressive states that in most states, you can also add this endorsement to your policy if you drive for a delivery service like DoorDash or Uber Eats — just make sure to mention it to the agent when you purchase your policy.
